    Choice Specs Kyogre is absurdly deadly; a Timid Water Spout deals 54-64% to 252 SpD Calm Blissey, a guaranteed 2HKO, something that most special attackers cannot boast about. With Choice Specs, Ice Beam deals massive damage to Latias and Latios, and Thunder becomes capable of OHKOing an opposing Kyogre. Palkia will actually hesitate to switch in to this, since a Thunder from a Timid Choice Specs Kyogre does 58% minimum to a 4 HP / 0 SpD Palkia, and the paralysis chance is always threatening.

    Kyogre is most often seen as a hit and run Pokémon, setting up the rain as it enters into the battle. With Choice Scarf boosting its mediocre Speed, and the rain boosting Water Spout's already gargantuan Base Power, Kyogre becomes a deadly revenge killer. Water Spout is pure power; it can easily destroy Mewtwo and Darkrai in one hit assuming Kyogre is at full health. When one wants to conserve the abysmal PP of Water Spout, or if Kyogre's HP is too low to abuse Water Spout, it can fall back onto Surf or Hydro Pump for STAB. Surf is more reliable, but Hydro Pump OHKOes Mewtwo and Metagross. The other two attacks are used to cover what the Water attacks don't. Thunder 3HKOes Palkia and will 2HKO opposing Kyogre, while Ice Beam OHKOes Rayquaza, Garchomp, and Shaymin-S.

    Kyogre is capable of smashing through teams with its ridiculously powerful double-STAB Surfs after a single Calm Mind. In addition to boosting Kyogre's Special Attack, Calm Mind also boosts Kyogre's titanic 140 base Special Defense, making Kyogre much tougher to revenge kill. For example, Palkia cannot 2HKO a +1 Kyogre with Thunder without Life Orb, while Kyogre 2HKOes most Palkia with Thunder. Even a Life Orb Shaymin-S can only do 84% maximum to a +1 Kyogre with Seed Flare, while Kyogre will easily OHKO with Ice Beam.

    This set destroys anyone depending on a non-Psych Up, non-Calm Mind Blissey to counter Kyogre. 101 HP Substitutes mean that Blissey can't break them with Seismic Toss, and Kyogre's massive Special Defense ensures that they will become unbreakable with Thunder after the second Calm Mind, and the first if Blissey doesn't carry maximum Special Attack. It can also wear down many things your opponent may use to attempt to counter Kyogre and allows it to set up a Substitute and start Calm Minding against whatever their next answer is after their first gets worn down or fainted.

    Rest + Sleep Talk Calm Mind Kyogre is yet another option. It is very similar to the previous set, with the exception of Calm Mind. Calm Mind boosts its already titanic special stats even further, and as it sets up, Surf washes almost everything ashore. Rest and Sleep Talk keeps Kyogre alive and free from status. With this set, Kyogre will easily beat any Blissey without Psych Up + Thunder.

    While Choice Specs makes Kyogre a powerful wallbreaker, and Choice Scarf, a dangerous revenge killer, being locked into an attack can allow your opponent a free turn if you mispredict or after something has fainted.

    This set aims to take advantage of Kyogre's excellent-type coverage in Water/Ice/Electric which hits everything for neutral, excluding Lanturn and Shedinja (which are not at all common). A simple set on paper, if your item has not yet been discovered, most opponents will bank on either Choice set depending on the damage dealt. Likewise, even if Leftovers has been uncovered, the second most common Kyogre set, the Boosting Tank, only commonly carries Surf, allowing you to get the jump on players that send in their own Water-type resistant "counters".

    Sleep Talk furthers the masquerade of either the Boosting Tank or a RestTalk set, while giving you a fairly solid counter to Darkrai. Furthermore, after absorbing the sleep, you are guaranteed to hit with a damaging attack which will either OHKO or 2HKO. Waterfall is an option alongside Life Orb and a Mild nature to 2HKO standard Uber Blissey if Stealth Rock has been laid. If you're lacking in passive damage, Aqua Tail is also an option, but its accuracy is a little unreliable. Toxic is also a good option, as it can cripple Kyogre's arch enemy, Latias, and take out Shedinja if you do not have any entry hazards to take care of it. A Wacan (Electric-resist) or a Rindo (Grass-resist) Berry can be used over Life Orb or Leftovers to extend the bluff of a Choice Kyogre, while also protecting Kyogre from a surprise super effective attack.

    Kyogre in a lead position is often helpful to set the tone for the entire battle; not only will it set up rain that you can take advantage of with your other team members, it will also cripple opposing leads such as Darkrai and Groudon. Choice Scarf Mewtwo is easily Thunder Waved and picked off by Surf, as it can only muster a 4-3HKO (27.7% - 32.6%) with its strongest non-Selfdestruct attack, Focus Blast. 176 HP / 176 SpD Scizor has a small chance of getting OHKOed by Surf, and a 252 HP / 4 SpD Scizor is always OHKOed. The common 240 HP / 184 SpD Tyranitar lead is 2HKOed (54.1% - 63.8%) with sandstorm up by Surf as well.

    Although this seems similar to the Mono-Attacker set, this set packs some notable advantages. Instead of setting up Calm Minds over time, this set focuses on getting as many Calm Minds as possible and then Resting. Thanks to Chesto Berry, Kyogre will immediately wake up at full HP, ready to drown anything in its path with STAB Surf. Without the need for Sleep Talk, this Kyogre can afford to run a second attacking move. Ice Beam is generally the best option as it allows Kyogre to stop Rayquaza, Giratina-O, Palkia, and Shaymin-S cold. Thunder can also be used to allow Kyogre to defeat some opposing Calm Mind Kyogre, Manaphy, and Lugia, while also dealing more damage to Palkia than Ice Beam.

    Like most offensive Pokémon, Kyogre will appreciate support from entry hazards like Stealth Rock. With Stealth Rock support, Choice Specs Kyogre can 2HKO Latias with Ice Beam. Kyogre sets that use Water Spout will greatly appreciate Wish support, as they will not only heal Kyogre, but boost Water Spout's power back up. The three main Wish users of Ubers are Blissey, Jirachi, and Latias. Latias is particularly effective, because Kyogre resists Latias's Ice weakness, while Latias covers Kyogre's weaknesses to Grass and Electric moves. Due to Kyogre's low Speed, all the Kyogre sets with the exception of Choice Scarf Kyogre will be able to sweep much more easily with paralysis support.

    Offensively, Kyogre's main issues are specially defensive Dialga, Latias, and Blissey for some sets. Palkia will also often switch in to absorb Choiced Water moves as well. Because of these threats, Swords Dance Garchomp with Haban Berry can be an excellent lure. Once the opponents realize that Garchomp has Swords Dance, they will often use Palkia or Latias to revenge kill it. Thanks to Haban Berry, Garchomp will survive their STAB Dragon attacks and OHKO them back with its own STAB and boosted Dragon moves. With Palkia or Latias down, Kyogre will have a much easier time sweeping. As mentioned many times before, Scizor can take down Latias that lack Thunder, while Tyranitar will beat Latias that lack Grass Knot. Both of them will also scare away Blissey thanks to their massive Attack stats. Groudon can switch into a Dialga that attempts to set up Bulk Ups on Kyogre, and scare it off with STAB super effective Earthquakes. Mewtwo can be a helpful offensive teammate as well, thanks to its ability to use Taunt and set up on Giratina with Calm Mind. Shaymin-S has the potential to revenge kill Kyogre, thus a Choice Scarf Dialga can scare it off thanks to its 4x resistance to Grass. Shaymin-S will also not be able to stay in and use Earth Power on Choice Scarf Dialga, as Draco Meteor has a chance of OHKOing Shaymin-S.

    Defensively, any Pokémon who resists either or both of Kyogre's only weaknesses, Electric and Grass, will do well. Dialga sports a 4x resistance to Grass moves and a 2x resistance to Electric moves. Giratina-O and Latias also have Grass and Electric resists, and will often lure in Ice attacks for Kyogre to switch into. Rayquaza also has a 4x resistance to Grass, and can set up on Choiced Grass moves in addition to luring out Ice attacks for Kyogre to switch into. Both Groudon and Garchomp have immunities to Thunder, and can set up on Choiced Thunders that are aimed at Kyogre. Both Garchomp and Groudon will lure out Ice moves for Kyogre to switch into. Thanks to Groudon's ability, Drought, many opponents will aim Fire attacks at Groudon, since they are boosted by the sun. Kyogre can easily switch into these Fire attacks, and take laughable damage thanks to Kyogre's resistance to Fire and Drizzle lowering the power of Fire moves. While Shaymin-S's defenses are below par, it will often attract Fire and Ice attacks, which Kyogre can easily switch into. Scizor will also attract Fire moves, which Kyogre has no problem switching into, while Scizor has a 4x Grass resistance to cover Kyogre.

    Kyogre's number one enemy, Latias, is a very common sight on Uber stall teams. Because of this, Blissey will often be seen with Latias that are on stall teams, which poses a huge problem for Kyogre, as these two Pokémon are able to wall all of Kyogre's moves. To solve this issue, using Tickle Wobbuffet with either Tyranitar and Scizor can destroy Blissey with the Tickle+Pursuit combination. Tyranitar and Scizor can also beat Latias depending on its offensive moves. Dialga is another common teammate with Latias. Specially defensive Bulk Up Dialga is taken care of by Groudon, while special attacking Dialga is walled by Blissey. Choice Band Garchomp can OHKO any Dialga that has not used Bulk Up with Earthquake, while Choice Scarf Garchomp can revenge kill a Choice Scarf Dialga with Earthquake if it is at 82% of its health or lower.

    Kyogre's ability, Drizzle, summons a permanent rain storm that can only be ended by another weather changer. This leads to several Pokémon who work well with Kyogre thanks to the weather. First and foremost is Palkia. Thanks to the rain, Palkia's Water attacks are as powerful as Kyogre's, with the added bonus of a 120 base Attack stat that can allow Palkia to be a fearsome wallbreaker with Aqua Tail. Physical Palkia sets such as Bulk Up Palkia will also appreciate the rain. Finally, Choice Scarf Palkia is able to 2HKO Wobbuffet with Surf when it’s raining, which is very useful because Wobbuffet is a common way of revenge killing Choice Scarf Palkia. Manaphy is made into a fearsome special sweeper with Kyogre's rain, as Manaphy will be immune to status moves thanks to its Hydration ability. Manaphy will be able to set up Tail Glows on Blissey and destroy it with its STABed, rain boosted Surfs. Thanks to Hydration and the rain, Manaphy will be able to instantly recover its health with Rest without the negative side effects of sleeping. Under the rain, Ludicolo is able to become a threat with Leech Seed and Rain Dish constantly restoring its health. Ludicolo can also function as a Kyogre switch-in due to its Water and Grass typing, which is a very valuable utility in the Uber environment. Thanks to the rain and Swift Swim doubling its Speed, Kingdra can be a powerful mixed attacker that is able to revenge kill every Dragon bar Dialga, Giratina, and Rayquaza (due to Air Lock) in the tier with its STAB Outrage and Draco Meteor attacks. Finally, Kabutops can use the Speed boost from Swift Swim and Swords Dance to become a very powerful physical sweeper.

    Despite being a huge threat with many sets, Kyogre does not have much of a movepool when compared to other Ubers; thus there really are not any other options for moves. It can use Safeguard and Roar, although these options are almost never seen due to being outclassed. Safeguard allows Kyogre and the rest of the team to block status moves without being forced to use Substitute. It also protects the team from Toxic Spikes. Roar allows Kyogre to phaze away other Calm Minders as they try Calm Minding along with it.


    EVs



    Choice Scarf: Modest or Timid with 4 HP / 252 Special Attack / 252 Speed when not using Waterfall or Aqua Tail. If you do want to use the physical Water moves over Surf or Hydro Pump, you are advised to use a Rash or Mild nature with 180 Attack / 112 Special Attack / 216 Speed, as this gives you enough Attack to 2-3HKO Blissey with Waterfall and 2HKO with Aqua Tail. 216 Speed EVs allows you to outrun any Choice Scarf Heracross you may encounter, although you can drop down to 267 Speed (204 EVs) which beats most Deoxys-A by a single point.

    Choice Specs, Calm Mind Sweeper, and Versatile Ogre: Maxed Special Attack and Speed, Timid. When Modest is used instead of Timid, 240 HP / 244 Special Attack / 24 Speed is recommended to prevent a huge waste of EVs, considering the fact that Kyogre is one of the slowest Ubers. 124 HP / 252 Special Attack / 132 Speed is also an option, as it allows Kyogre to outspeed most Adamant Rock Polish Groudon before they boost their Speed.

    Substitute + Calm Mind: Max HP is required to prevent Blissey's Seismic Toss breaking your Sub. Maxing out Special Attack is preferred, although you can focus your EVs in Speed or Defense and rely on Calm Mind for power.

    Boosting Tank: 240 HP / 244 Defense / 24 Speed, Modest nature. This guarantees you survive a Swords Danced Earthquake from Groudon the vast majority of the time and outrun Adamant Tyranitar.

    Thunder Wave lead: Make sure you don't put any EVs into Speed, as being slower than lead Groudon is important, so the Rain will be the weather that stays. Most of the EVs should be put into Special Attack and HP to maximize durability and power. The remaining 4 EVs should be put into either Defense or Special Defense.

    Considerazioni



    Kyogre has gotten upgraded in this generation. With Choice Scarf, it makes an excellent revenge killer. With Choice Specs, it strikes fear into its nemesis, Blissey, and also can 2HKO almost every Pokémon in the game. With its massive Special Attack and rain, Kyogre is truly one of the most fearsome sweepers in the Uber tier. Despite the lack of movepool, the sheer power of its moves compensates for that loss. Every Uber team must have a strategy against Kyogre, or it will easily plow through them. The fact that a Pokémon like Quagsire is viable for the sole purpose of beating Kyogre shows how much of a powerful force Kyogre is in the Uber metagame!

    Counters



    Psych Up / Calm Mind Blissey, Latias, specially defensive Dialga (particularly the Bulk Up set), and Latios are checks for all the sets. These are really the only reliable Kyogre switch-ins; Kyogre's special stats are just too high for anything else to threaten Kyogre without too much risk to itself after Kyogre gets a Calm Mind in, or switch into Choice Specs Kyogre's extremely powerful assaults. Shedinja gets a comedy mention as well; it completely walls Kyogre unless it carries Hidden Power specifically to hit it, or Toxic. Similarly, Quagsire takes on Kyogre without Ice Beam, and can hit hard with Choice Band Earthquake, again for a 2HKO, or it, too, can predict a switch and Ice Punch something. Quagsire can also use Encore to foil any attempts to set up on Kyogre's part. Dugtrio gets a special mention just because of the popularity of Choice Scarf / Choice Specs Kyogre, because if Dugtrio catches Kyogre locked into Thunder, it's a guaranteed KO.

    Palkia easily switches in to a Choice Scarf Water Spout with its 4x resistance. In the process, Kyogre wasted 2 PP due to Pressure. Note that if Kyogre gets in a Calm Mind on the switch, it 2HKOs Palkia with Thunder, but Palkia cannot 2HKO back with a Thunder of its own, unless that Palkia carries Choice Specs. Palkia, however, can switch into Kyogre's STAB Water moves with relative ease. A specially defensive Ludicolo with Rain Dish can take any of Kyogre's attacks with ease, and can use Leech Seed and Protect to stall if needed. Ludicolo can also use Grass Knot to quickly whittle down Kyogre's HP. Ludicolo will not beat the Rest+Sleep Talk Calm Mind Kyogre though, as Ludicolo will eventually run out of PP. If Kyogre does not pack Ice Beam, Rayquaza will be troublesome, cutting down the rain to neutralize Kyogre's Water powers and Thunder's accuracy.
